For the past five years, Bill Phelps has served as the Chief of Programs for Clinica Sierra Vista. He is responsible for the oversight of most of Clinica Sierra Vista’s grant funded departments and programs, including Adolescent and Family Services, Healthcare for the Homeless, Health Insurance Assistance Program, HIV/AIDS Services, Medically Vulnerable Infant Program, Black Infant Health Program and WIC.

Bill was the Program Director for Adolescent and Family Service for 18 years where has was responsible for managing multiple social service and health education programs serving special target populations throughout Kern County, including the Adolescent Family Life and Cal-Learn Programs, First 5 Kern Family Resource Centers, Differential Response, and several Teen Pregnancy Prevention Programs. Prior to this position, Bill worked as a case manager in the Adolescent Family Life Program and as a Community Outreach Worker in
HIV/AIDS Education and Prevention.

Bill received his B.S. in Geological Sciences from the University of Illinois, Chicago and an M.S. in Marriage, Family and Child Counseling from CSUB.
